In general it is considered that this treatment is generous and should be regarded as a final liquidation of the obligations of the Hongkong Government, unless the officer concerned is a British subject and has a claim to relief on that ground. A more detailed examination of the various categories of Hongkong Government employees is perhaps appropriate at this point. Non pensionable employees can be classified as follows:-
(i)
Officers who have been confirmed to the permanent establishment but who have not yet completed the ten years' service necessary to enable them to qualify for pension.
(ii) Officers on probation in pensionable posts who have not been confirmed to the permanent establishment.
(iii) Lower paid staff on the temporary establishment drawing less than HK$50 per month.
(vi)
Temporary staff in war time departments
such as censorship, food control, etc.

Daily paid staff.
12. Category (i), officers on the permanent establishment with over three and less than ten years service are in the main junior clerks who have received amounts varying between CN 3,683 and CN$5,352 in settlement. Most of them have families and a large percentage of them have been unable to find employment. In many cases the amount already received does little more than cover a man's travelling expenses with his family to Kukong and Kweilin. I agree that these men have a claim to relief unless they can find or be assisted to find employment and I propose to inform those applying for further assistance that relief loans will be granted to maintain them for a period of three months after which they will have to fend for themselves. In practice it may, however, be necessary to extend this period, but the fact that
